The Tender Committee compiles a calendar of tenders for the purchase of goods, services / works, which is published on the company's website with a technical description of the tender, the deadline for filing an application and the date of the tender.
Having familiarized themselves with the tender documentation, potential participants decide to take part in the tender and send their proposal to tender@stikon.od.ua
The Tender Committee shall check the submitted proposals for compliance with the declared requirements and take a decision on each potential bidder’s further participation in the tender.
In most cases, Stikon holds tenders as reversed auction, with the aim to lower the price. The bidding step is approved by the tender committee on the basis of the lowest bid price of one of the tender participants, but not less than 0.2% of the total price.
In the time allotted for the bidding, participants make offers at a price of at least one step. The right to sign the contract goes to the participant who, at the end of the auction, has offered the lowest price.
If the winner of the tender has refused to sign the contract due to any circumstances or is unable to fulfill the contractual terms, in such a case the tender committee declares the winner of the participant making the second lowest price offer.
The contract is signed within 7 working days from the date of the tender.
Stikon reserves the right to make changes to the tender documentation, in which case the participants are notified without fail before the start of the tender.
Tender documentation is a set of documents containing information on technical, organizational and commercial issues of bidding. Tender documentation is developed by the tender committee and distributed to potential bidders.
Tender Committee represents the body created by the customer (the buyer) in connection with the bidding. The main tasks of the Tender Committee are preparation of tender documentation, bidding, analysis of offers. Usually the head of the organization that makes the purchase is appointed as the chairman of the Tender Committee. Consulting firms and independent consultants are often involved in the work of the Tender Committee.
